hidden hand
Definition
(Noun) To do something complex/complicated/convoluted - and possibly unpleasant/unfavorable/unpalatable to many - without seeming to do much of anything. (Originally applied to Eisenhower's presidency - at first a revisionist view, but now generally accepted -where John Foster Dulles and Sherman Adams willingly took the flak for Ike's more unfavorable policies.)Usage: "Hidden hand" - though usually associated with Eisenhower's presidency - and WWII behavior at a stretch - was probably a near-lifelong trait.
